SPEC’s core business is delivering complete EPCC projects: taking a client from concept or FEED through to a commissioned, operating facility — with a single contract, a single management team, and a single point of accountability. We have delivered upstream oil and gas projects, downstream refinery units, gas processing complexes, and associated infrastructure across 36+ countries over 25 years.

Engineering

SPEC’s in-house engineering teams deliver concept studies, FEED (Front End Engineering and Design), and detailed engineering for upstream oil and gas facilities, downstream refinery units, and associated process infrastructure. We apply industry-standard engineering tools and work under a fully documented engineering management system aligned with client requirements.

SPEC’s engineering scope spans: process engineering and simulation, piping and mechanical design, structural and civil engineering, electrical and instrumentation design, and process control systems. For licensed process technologies, SPEC works directly with the technology licensor — including Honeywell UOP and Shell — integrating their design requirements seamlessly into the project engineering deliverables. For upstream process systems, SPEC applies its own in-house process engineering capability, developed over 25 years of upstream project delivery.

Procurement

SPEC manages the full procurement scope on EPCC projects, from vendor prequalification and requisition through purchase order management, expediting, inspection, and logistics. Our procurement teams maintain established relationships with major equipment manufacturers and material suppliers, enabling competitive pricing and reliable delivery on long-lead items.

For critical fabricated equipment — pressure vessels, heat exchangers, process skids, and storage tanks — SPEC’s in-house fabrication facilities provide a direct, controlled supply channel. This integration means SPEC project teams can oversee fabrication quality directly rather than relying on remote vendor surveillance alone.

Construction

SPEC self-performs the majority of construction activities on our projects, deploying experienced construction management, supervision, and skilled trade labour. Our construction capability spans remote and frontier onshore environments — from Sub-Saharan Africa to the CIS region — through to complex brownfield construction within operating refinery and production facilities.

SPEC’s construction management approach is built around detailed construction planning, integrated procurement and logistics management, rigorous quality control, and a safety culture applied consistently from the first day of site mobilization to the last.

Commissioning

Commissioning is the fourth letter in EPCC — and at SPEC, it is planned from the first day of engineering, not the last day of construction. SPEC maintains dedicated commissioning management teams who are integrated into the project team from the earliest stages, ensuring that all engineering and construction decisions support a systematic and efficient commissioning sequence.

SPEC’s commissioning scope covers pre-commissioning (system completion, flushing, hydrotesting, loop checking, electrical testing), commissioning (process systems, utilities, rotating equipment, controls), first-fill and startup operations, performance testing against nameplate design criteria, and formal handover documentation. Our commissioning teams have delivered startup sequences across upstream production, gas processing, and downstream refinery projects in challenging environments.
