SPEC was founded in 2000 with a thesis that engineering firms rarely test: that taking genuine process performance responsibility — not just building to drawing — is what separates a trusted contractor from a transactional one. In the early years, SPEC operated as a process OEM integrator, designing and delivering integrated process units and packages to the oil and gas industry, carrying full accountability for process performance on every scope. That discipline shaped the culture of the entire business.

Today, SPEC is a full EPCC main contractor. We assume single-point contractual responsibility for complete upstream and downstream projects — from the first line of FEED engineering through to commissioning, performance testing, and handover. Our integrated structure — in-house engineering, procurement management, self-performed construction, and dedicated commissioning teams — gives us direct control over every phase of project delivery.

The result is an EPCC contractor built on a different foundation: one that understands process performance, not just project management.

SPEC’s heritage as a process OEM integrator means our engineering teams carry genuine process performance responsibility — not just design-and-hand-off. We deliver process guarantees, integrate licensor requirements directly into execution, and carry accountability for whether the facility performs to specification after startup. That is a different standard from a contractor who simply builds to a client-provided design.

Commissioning is a core SPEC competency, not a subcontracted afterthought. Our commissioning teams are integrated from the FEED phase, ensuring that every engineering and construction decision supports a systematic and efficient startup.

Slemani, Iraq | Completion: April 2022

An EPCC and O&M project for a 6,500 BPSD Naphtha-to-Gasoline production plant. The work included a Naphtha hydrotreating unit, fixed bed platforming unit, and associated utilities under the process license of Honeywell UOP to produce premium-grade gasoline.
